SCS SB 642 -- HEPATITIS B AND SEXUALLY TRANSMITTED DISEASE

COMMITTEE ACTION: Voted "do pass" by the Committee on Criminal
Law by a vote of 9 to 0.
This substitute requires testing of crime victims and prisoners
for Hepatitis B and sexually transmitted disease (STD). New
Sections 191.224 and 191.660, RSMo, are substantially similar to
current Sections 191.226 and 191.659, but relate to Hepatitis B
and STD testing, instead of HIV testing. Section 191.224 allows
the Department of Health and Senior Services to pay for the cost
of Hepatitis B and STD tests for crime victims, and Section
191.659 requires Hepatitis B and STD testing of sex offenders in
the custody of the Department of Corrections.
FISCAL NOTE: Estimated Net Cost to General Revenue Fund of
Unknown exceeding $12,950 in FY 2003, FY 2004, FY 2005.
PROPONENTS: Supporters say that the substitute would make
testing for Hepatitis B available for crime victims and
prisoners.
Testifying for the bill was Senator Russell.
OPPONENTS: There was no opposition voiced to the committee.
